“Surge Capacity Workshop”
Conducted by Len Singer, MD FACS, Medical Director, Healthcare Emergency Management, Boston University School of Medicine

The Boston Surge Model™ Workshop is presented in conjunction with and immediately follows the Homeland Security Outlook MCI Management Conference. Dr. Len Singer, author of the Boston Surge Model™, will facilitate this workshop.

The objective of this workshop is to provide an introductory hands-on experience using surge indices, surge capacity trends, acuity triaging and surge gap analysis. Using the included slideset and application guide, participants should be able to apply these metrics to specific incidents and exercises in their perspective communities and organizations.

This workshop is limited to twenty participants.

The Boston Surge Model™ is an actionable systems approach to the complexity of interaction amongst healthcare, public health and emergency management entities in the spectrum of emergency-disaster-complex catastrophic event.  At the model’s core are a series of metrics which can contribute significantly to situational awareness and capacity trending, and are useful in preparedness for: emergency operations planning, funding/resource allocation, exercise design, evaluation feedback and corrective action planning, and in response for: incident action planning, real-time surge capacity analysis and forecast, triggering for shifts in supply/demand components, acuity triage and after action reporting. The model enables capabilities for knowledge management and enhances communication both vertically (first responders-first receivers/hospitals-healthcare/public health coalitions-jurisdictional EOC-regional/area command-state-federal-multinational) and horizontally (especially within Tier 1 hospitals, Tier 2 healthcare coalitions and Tier 4 entities). Although copyrighted, access to version 1.4 is free and unrestricted. The Boston Surge Model™ uses distributed problem solving and participatory design for continuous improvement.

This workshop offers you the opportunity:

  • to examine new approaches to longstanding wicked problems
  • to learn from surge best-practices and lessons-learned from around the country
  • to practice the use of predictive surge trending, and to customize these tools for your applications
  • to strategize approaches to the difficult issues surrounding alterations in standards of care (rules of engagement)
  • to network with leaders and original thinkers in this vital field
