David Trout
Regional Emergency Preparedness Coordinator, Massachusetts Department of Public Health

David Trout is a Regional Emergency Preparedness Coordinator for the Massachusetts Department of Public Health.  He manages all aspects of emergency planning, training, and exercising for 48 communities in the northeast region of the state under the Centers for Disease Control and Prevention’s (CDC) Public Health Emergency Preparedness Cooperative Agreement.

During the last 8 years he has focused on streamlining local emergency planning, re-organizing and simplifying Point of Dispensing (POD) and Continuity of Government (COG) plans.  With Department Counsel, he also developed a process for nearly 70% of communities in the northeast region to adopt mutual aid agreements in the previous absence of state enabling legislation.

Previously, Mr. Trout served as a Planning Manager for the Massachusetts Water Resources Authority, a water and wastewater utility serving 2.5 million people in 61 metropolitan Boston communities.  He performed high-level policy research for Executive Leadership, managed a variety of benchmarking and process improvement projects, and worked on agency risk and security issues
